M. FAZLUL KARIM

  • Born on 3rd March, 1962

  • Earned Bachelor of Social Science (BSS) degree from Dhaka University in 1983, with International Relations as major,  Economics and History as minors. Secured First Class First position and received Chancellor’s Award

  •  Did Masters (MSS) in international Relations from Dhaka University in 1985, secured First Class First position

  • Appeared at the BCS examination in 1984 and joined the Foreign Service on January 21, 1986

  • Did post-graduate Diploma in Diplomacy, International Economic Relations and International Law from International Institute of Public Administration (IIPA), Paris in 1988-89.

  • Attended Summer course on International Law at the Hague Academy of International Law, 1989

  • Worked as Assistant Secretary and Senior Assistant Secretary, Ministry of Foreign Affairs in 1987 and 1990 respectively, looking after International Organisations and South Asia desks

  • Worked as Second Secretary/First Secretary at the Permanent Mission of Bangladesh to the United Nations, New York from July, 1991 to March, 1995. Looked after economic, environment, peace keeping and legal issues and covered Second and Sixth Committees of the UNGA. Also coordinated LDC related issues

  • Attended training programmes on International Development Issues organized by World Bank, on UN Peace Keeping Operations by UNITAR and on Commercial Representation by ITC, Geneva between 1994-1996

  •  Was a Counsellor at Bangladesh Embassy in Jakarta, Indonesia from April 1995 to August 1996

  •  Worked as Director in the Ministry of Foreign Affairs from August 1996 to September 1998 looking after SAARC and administration

  •  Worked as Counsellor (Political) at the Embassy of Bangladesh in Washington, USA from September 1998 to June 2001

  •  Was Deputy High Commissioner at the High Commission for Bangladesh in Islamabad, Pakistan from July 2001 to September 2002

  •  Was Consul General of Bangladesh in Hong Kong from October 2002 to July 2003

  •  Worked as Director General in the Ministry of Foreign Affairs from July 2003 to December 2005 looking after South Asia,  SAARC and United Nations Divisions

  • Was Ambassador of Bangladesh to Italy with concurrent accreditation to Greece, Serbia and Albania from January 2006 to  July 2008. Was Permanent Representative of Bangladesh to FAO, WFP and IFAD in Rome

  • Was elected Vice-Chair of IFAD Governing Council in 2007. Was Chairman of the Asian Group in FAO in 2007

  • Working as the Ambassador of Bangladesh to the Kingdom of Saudi Arabia with concurrent accreditation to Sudan and  Ethiopia from August 2008 till date. Also representing Bangladesh at the OIC in Jeddah as Permanent Representative

  • Was a delegate to the UNGA sessions in 1999, 2000 and 2005.

  • Promoted to the rank of Additional Secretary in 2008.

  • Attended various international conferences on development, environment,    population and law of the seas issues. Also represented Bangladesh in various summits and conferences of SAARC and chaired a number of its senior officials meetings

  •  Authored articles on regional cooperation in South Asia, environment related issues, investment opportunities in Bangladesh as well as on Bangladesh – Saudi Arabia relations

  •  Presented papers at seminars on “Peace and security in South Asia” at Universities in Minnesota and Arkansas, USA in 1999 and 2001

  • Speaks English, French , some Arabic and Bahasa Indonesia.
